Keystone XL DEIS comment period open until June 16th

On April 16, the U.S. Department of State announced the availability of the Draft Environmental Impact Statement (DEIS) for TransCanada’s proposed Keystone XL Pipeline. The DEIS is supposed to analyze the environmental impact of the KXL Pipeline to inform the Department of State decision on whether to grant a “Presidential Permit” allowing TransCanada to construct the KXL Pipeline across the U.S.- Canadian border. As part of this process, the Department of State must gather and consider public feedback on the proposed project and the environmental impact.
The Department of State is accepting public comment on the DEIS until June 16th, 2010. Comments can be written and submitted through mail or e-mail, or may be submitted verbally at one of the KXL DEIS public comment meetings. The public comment meetings for South Dakota are scheduled for this week as follows:Murdo- Wednesday, May 12

Dakota Rural Action’s review of the KXL Draft Environmental Impact Statement has found it inadequate to justify construction of the massive KXL Pipeline project or the taking of hundreds of miles of private land, the disruption of farming and ranching operations, the damage to roads, the risk of water contamination, and the risk of leaks and spill to the environment. Landowners in particular, can focus comment on the specific impacts of the KXL Pipeline on their land.
The Department of State should at minimum expand its DEIS to include:- A thorough, independent, and detailed analysis of the NEED for the pipeline; Or analysis of route or pipeline alternatives
- A complete analysis of the impacts of Department of Transportation actions: In regard to the Emergency Response Plan (not reviewed in the DEIS); Or in granting the pipeline thickness waiver and the impact to “low consequence areas”
- A complete lifecycle analysis by EPA, of tar-sands greenhouse gas emissions, climate-risk issues, and sweet crude or other energy alternatives
