A federal judge in St. Paul on Monday morning will hear oral arguments in a case by environmental groups opposing federal permits that allowed the Enbridge Energy Alberta Clipper pipeline to be built across northern Minnesota.

The permits, issued by the State Department and the Corps of Engineers in 2009, allowed construction to start on the $1.2 billion project that was completed in April and that moves Canadian oil across Minnesota and into Wisconsin.

Environmental groups, including Earth Justice, opposed the project in part because of the potential for oil spills but also because the pipeline is used to import Canadian tar sand crude oil, which the groups claim causes more pollution than other crude oil. The groups also opposed the mining of the oil from tar sands in northern Canada in which vast areas of forest are disturbed. The groups could seek relief including closing the pipeline down.
